Generally, yes, I see it that way too.
Though, people usually don’t know what light is; they are frightened not exactly by the light itself, but rather by that what they think it might be.
But the factor to remain undisturbed is a powerful one, indeed. People accept routine of their job, lack of love in the family, hardest competition in society, poverty even recruiting to a war is mostly better than pressing of authorities.
That’s the one side of the issue in spiritual searching – fear to lose what is still in possession, however poor it might be.
There is another side which is not that much gloomy.
People, especially citizens of wealthy countries, they are just happy to be what they are. They have many things in possession, many possibilities in life and perspectives to be happy in the future.
You cannot scare people like that saying ‘the house is on fire’. They just don’t see it. They don’t want to think very much about imminent aging and death. They pay the churches and those promise them eternity in haven in return. Wars, poverty, all kind of brutalities and other world’s problems are somewhere aside.
Those people have their desires, have means to realize them, means to quench any fear if it appears and they are just proud to have a life style like that.
Why should they explore the nature of their desire? The society has enough scientists to explain anything.
For example, when Krishnamurti spoke for American government they laughed at him.

That is the way is formed, one must be attent and strong...open and vulnerable...I just was lissening to Krishnamurt talking right now, and A professor of philosophy asked K: how we active clarity? K answer, hum..sorry? After the professor ask many times the same question, K answer back: Oh, I think your question is like a child, you want the formula? What about the thinks in which prevent you to get the clarity?
